Andhra Pradesh is one of the
Pioneer States to set up the Cyber Crime Police station to deal with
Cyber Offences effectively. Cyber Crime Police Station has been
established in CID, A.P. vide G.O.Ms.No.128, Dt:18-5-2002 of Home (Pol.D)
Department.The first Cyber Crime Police Station of A.P was
inaugurated on 23-12-2002 by the Hon’ble Chief Minister of Andhra
Pradesh. It is under the administrative control of Addl. DG, C.I.D.
and is located in CID office, Hyderabad. The Police station is
having jurisdiction over entire Andhra Pradesh and deals with Cyber
Offences, which come under Information Technology Act, 2000.
Presently the Police station is functioning with an Addl. SP. as
S.H.O. with the assistance of other staff.
So far, 6 Cases have been registered at Cyber
Crime PS and most of the cases are relating to obscene mails i.e.,
U/s 67 IT Act 2000.
Strength of Cyber Crime Police Station :
- One Additional Superintendent of Police
- Two Deputy Supdts. Of Police
- Four Inspectors
- Six Sub-Inspectors
- Other expert staff
Defining Cyber Crime :
A simple yet sturdy definition of cyber crime
would be "unlawful acts wherein the computer is either a tool or a
target or both".
Where the computer is a tool for an
unlawful act:
This kind of activity usually involves a
modification of a conventional crime by using computers. Some
examples are:
- Financial Crimes
- Cyber pornography
- Sale of illegal articles
- Online gambling
- Intellectual Property crimes
- Email spoofing
- Forgery
- Cyber Defamation
- Cyber stalking
Where the computer is the target for an
unlawful act:
It may be noted that in these activities the
computer may also be a tool. This kind of activity usually involves
sophisticated crimes usually out of the purview of conventional
criminal law. Some examples are:
- Unauthorized access to computer systems or networks
- Theft of information contained in electric form
- Email bombing
- Data diddling
- Salami attacks
- Denial of Service attack
- Virus / Worm attacks
- Logic bombs
- Trojan attacks
- Internet time thefts
- Web jacking
- Theft of Computer system
- Physically damaging a computer system
3 Sections are important from Police point of
view, there are (1) Sec.65, (2) Sec.66 and (3) Sec.67 of I.T.Act
2000.
